新时代城市社区健身秩序的整体性治理路径研究

Research on the Overall Governance Path of City Community Fitness Order in the New Era

整体性治理理论强调对政府不同部门职能以及社会组织作用的有效整合,并通过制度化方式实现公共利益目标。研究采用文献资料法、逻辑分析法等,分析了当前城市社区健身秩序治理的"碎片化"问题,研究认为,城市社区健身秩序的治理碎片化困境主要体现在供给与需求错位、协同效应难形成以及社会参与低水平等三个方面。新时代城市社区健身秩序的整体性治理路径主要有:树立整体性治理理念,以社区居民体育需求作为政府决策导向;整合政府部门职能,构建城市社区健身秩序的网络参与体系;改善政府与社会体育组织关系,以制度化方式形成协同治理新模式。

The theory of holistic governance emphasizes the effective integration of different government departments and social organizations,and achieves the goal of public interest through institutionalization. This paper analyzes the problem of "fragmentation"of the current urban community health order management by means of literature and logic analysis. The study believes that the dilemma of governance of urban community fitness order is mainly reflected in the mismatch of supply and demand,the difficulty of synergy and the society. Participate in three aspects such as low level. The overall governance path of the community fitness order in the new era mainly includes: establishing a holistic governance concept,taking the community residents’ sports demand as the government decision-making orientation; integrating the functions of government departments,constructing a network participation system for urban community fitness order; improving government and social sports organizational relations form a new model of collaborative governance in an institutionalized manner.
