绩效驱动的政府主导高水平大学建设问题研究

摘要 政府主导的高水平大学建设可以有效避免高校的同质化发展。通过招标、政府购买服务、下达指令性项目等形式遴选建设高校,从政府角度驱动大学或学科的差异化发展;通过目标管理、固本拓新等途径,从政府角度推动大学或学科的优势化发展;从政府角度调动大学及校际的资源融合,推进制度创新,实现高水平大学的可持续发展。而政府主导的高水平大学建设思路,可引入市场机制理念,通过公共财政绩效预算制度得以实现,以目标成果为导向,以成本耗费为依据,以考核问责为约束,以竞争淘汰为抓手,使高水平大学建设在维护公平的同时,更好地坚持效率,体现公共资源配置与耗费的正当性。 The construction of high-level universities guided by the government can effectively avoid homogeneity among colleges and universities.Governments are to guide the differential development of universities or disciplines through selective bidding,governmental procurement of services and directive projects,to strengthen universities or disciplines in the?ascendant through target management,solidification and innovation,and to mobilize the integration of resources within and between universities,promoting institutional innovation and achieving sustainable development of high-level universities.This can be realized through the public finance performance budget system.With the achievement of target results,cost and expense,assessment and accountability,and selection through competition as principles and criteria,the legitimacy of public resource allocation and consumption as well as the efficiency and effectiveness will be guaranteed in the construction of high-level universities.
