摘要
为了解决宁夏农业向非农业水权转换综合型项目中存在的节水措施无非工程措施、耗水系数取值无定值、水权转让价格构成无非工程措施和水权转让期限较长等关键问题,对典型实例进行了分析。结果表明,对于综合型水权转让项目,节水措施除工程措施外,可选择调整农业种植结构等非工程节水措施;耗水系数取值为0.50;水权转让价格构成中增加非工程措施的补偿费用,水权转换期限为15 a等。
In order to solve the key problems existing in water rights conversion project from agriculture to non-agriculture in Ningxia,the typical examples are analyzed.Uncertain water consumption coefficient,non-standard water right transfer price and long-term water right conversion are the main problems at present.The results show that for the comprehensive water right transfer project,non-engineering water-saving measures such as adjusting agricultural planting structure can be selected except engineering measures.What's more,the water consumption coefficient is 0.50,compensation for non-engineering measures is added in the water right transfer price,and the term of water right conversion is 15 a,etc.
