摘要
目的探索"三点平衡"理论在县级公立医院综合改革中的应用价值。方法我院于2012年至2017年间在县级公立医院改革中运用"三点平衡"理论——"患方、政府及社会、医院与职工"三方利益平衡,分别在医院管理体制、服务品质、服务流程改善和人事绩效考核等方面进行改革。结果 5年的改革极大提高了医疗保障水平,充实了人才队伍实力,医院的公益性得到彰显,群众满意度提升。改革取得了良好成效。结论基于"三点平衡"基础上的改革既维护了公立医院的公益性,又调动医务人员积极性,缓解群众"看病难"的问题,对公立县级医院改革具有一定的参考价值。
Objective:To explore the application value of“tripartite balance”theory in the comprehensive reform of county-level public hospitals.Method:Our hospital,from 2012 to 2017,adopted the“tripartite balance”theory in the reform of county-level public hospitals-“tripartite balance of interests of patients,government and society,hospital and staff”,and carried out the reform respectively in hospital management system,service quality,service process improvement and personnel performance assessment.Result:The five-year reform has greatly improved medical security,enriched the strength of the talent team,highlighted the public welfare of the hospital,and improved the satisfaction of the masses.Good results were achieved in the reform.Conclusion:The reform based on the“tripartite balance”not only maintains the public welfare of public hospitals,but also mobilizes the enthusiasm of medical personnel to alleviate the problem of“difficulty in accessing to medical services”of the masses,which is of certain reference value for the reform of public hospitals at county level.
