防范利用民用无人机实施暴恐活动对策研究

Research on Countermeasures against Terrorist Activities with the Use of Civilian Drones

人工智能等技术的进步,推动了民用无人机的快速发展,给暴恐活动提供了新的途径,也给国家安全带来新的隐患。在介绍当前民用无人机发展形势和暴恐活动态势的基础上,分析了利用民用无人机实施暴恐活动的主要特征,并提出"监管预防,情报预警""电子干扰,欺骗控制""阻断抓捕,打击摧毁""分析研判,锁定人员"等具体防范措施。

Advances in artificial intelligence and other technologies have promoted the rapid development of civilian drones,provided new avenues for terrorist violence and brought new hidden dangers to national security. In view of the current development of civilian drones and the situation of violent terrorist activities,this paper analyzes the main characteristics of using civilian drones to carry out violent terrorist activities,and puts forward some concrete countermeasures,such as "prevention with supervision,early warning with intelligence","electronic interference,deception control","interceptions and arrests,crackdown and destruction","analysis and assessment,targeting suspects"and other specific preventive measures.
