The power boundary and action criteria of the party and administration joint committee of secondary schools in colleges and universities

高校二级学院是学术权力和行政权力共存的组织,其内部存在多个治理主体。从样本考察、权力依赖、资源配置和组织惯性四个维度分析,党政联席会作为重要事项的决策机构在制度设计和实践导向上居于"权威"地位。在二级学院权力场域内,实现党政联席会与各子系统的协调发力,应廓清党政联席会权力边界,并围绕党政联席会权力行使建立学术本位、协同共治、尊崇法治和效率至上的行动准则,更好地保证学术权力与行政权力并行不悖、相互支撑。

Secondary schools in colleges and universities are organizations in which academic power and administrative power coexist,and there are multiple governance entities within them.From the onalysis of four dimensions of sample inspection,power dependence,resource allocation and organizational inertia,as a decision-making organization on important issues,the joint committee of party and administration is put in an "authority status" in terms of the system design and practice orientation.In the running of joint committee,we should establish guidelines for action,such as academic standard,collaborative governance,respect for the rule of law,and efficiency orientation.At the same time,we must clarify boundaries of power from other governance entities to ensure that academic power and administrative power run parallel,and support each other.
