青少年学生体质健康教育治理探析

Research on the Governance of Physical Health Education for Young Students

青少年学生体质健康教育是关系民生和民族安全的公共事务,青少年学生体质健康教育治理可以从健康管理向健康治理转变、形成治理体系和执行治理体系三条路径实现。由管理向治理转变需要转变传统管理观念,全面树立治理理念,顺应青少年学生体质健康教育治理需求,促进青少年学生体质健康教育治理能力现代化。形成治理体系路径包括政府主导、主体培育、制度保障和体系运行四个方面的内容。执行治理体系的路径为协同治理、依法治理和高效治理。

Adolescent students' physical health education is a public affair related to people's livelihood and national security.Adolescent students' physical health education governance can be realized through three paths:the transformation from health management to health management,the formation of governance system and the implementation of governance system.The transformation from management to governance requires changing traditional management concepts,establishing governance concepts in an all-round way,adapting to the governance needs of adolescent students' physique health education,and promoting the modernization of the governance ability of adolescent students' physique health education.The path of forming governance system includes four aspects:government leading,subject cultivation,system guarantee and system operation.The path of implementing the governance system is coordinated governance,legal governance and efficient governance.
