农村运动式环境治理中的话语政治研究——以浙江省H镇环境革命为例

A study of discourse politics in rural compaign-style senvironmental governance

农村运动式环境治理中如何实现政府预期目标,将专项行动的任务落实到最基层,如何让群众接受这个目标并得到群众的支持,最终达成共识,形成合力,一直以来是学界研究和实践运行的重点和难点。话语是联结政府与群众的重要途径,将政府话语和群众话语相融合,才能确保环境整治的顺利进行。借助话语政治理论,结合H镇小城镇环境综合整治中的具体个案,来分析农村环境治理中的权力话语与关系话语的互动。政府话语与群众话语体现的是国家权力与社会网络之间的关系,双方有着各自的逻辑,但在目标和原则上,双方是一致的,通过群众参与和民主协商,实现政府话语和群众话语的融合,为实现最终目标奠定基础。

How to achieve the government′sexpected goal,how to implement the specific tasksat the grass-rootsleveland how to gain the masses's acceptance and support to reach a consensus and form a joint effortin the rural campaign-style environmental governance has always been the focus and difficulty of academic research and practice.Discourse is an important way to connect the government and the masses.Based on the theory of discourse politics and the cases of comprehensive environmental improvement in H town,this paper analyzes the interaction between power discourse and relationship discourse in rural environmental governance.Government discourse and mass discourse reflectthe relationship between state power and social network.Two sides have their own logic,butthey are consistent in terms of objectives and principles.Mass participation and democratic consultation can achieve the integration of government discourse and mass discourse,which lays the foundation for achieving the ultimate goal.
