多元利益博弈中的征地困境探析——以H省X市Z湖新城征地过程为例

On the dilemma of land requisition in the multi-interestgame——taking new town of Z lake in X city of H Province as an example

基于多元利益博弈模型和多元利益调和模型,企业、地方政府与农民在Z湖新城项目征地拆迁中,围绕不同利益诉求展开博弈,形成一个多元利益博弈格局,农民的利益抗争成为博弈胶着点,呈现为多重现实不满。企业、地方政府与农民的多元博弈路径与策略选择并未实现利益调和目的,反而使冲突加剧,多元利益博弈进入"调和-冲突"循环,陷入"智猪困境"。以企业和地方政府的适当让渡为前提,以农民的生存与发展利益为核心的"帕累托改进"对策,是打破僵局、突破困境,实现"纳什均衡"的关键。

Based on multi-interests game model and multiple harmony model,enterprises,the local government and farmers launch the game around the demands of different interestsin Z lake new town project of the land requisition and demolition,forming a multi-interests gamepattern,the key of which is farmers'strugglefor interests presented in forms of discontent with the reality.The multi-gamepath and strategy among enterprises,the local government and farmers have not achieved theinterest harmony.Instead,the conflict has intensified,and the multi-interest game has entered the"harmony-conflict"cycle and has fallen into the"smart pig dilemma"."Pareto improvement"strategy,based on the premise of the appropriate transfer of enterprises and the local government and with the survival and development interests of farmers as the core,is the key to break the dilemma and realize the"Nash equilibrium".
