摘要
在网络舆情治理中,政府多个部门间存在碎片化回应问题。认清多部门在舆情回应中的选择以及回应失效的内在逻辑,将有助于提升政府回应的有效性和舆情治理的精准化。选取六安教师集访事件为个案研究对象,通过构建"动因-条件-行为-结果"的理论框架对部门间舆情回应行为逻辑加以阐释。研究发现,多部门嵌入式政府回应存在缺位型、应付型、推诿型和履职型四种回应类型;回应失效的结果表现为低效、无效和负效三种状态,且与行为选择密切相关;积极的履职行为并不必然带来好的回应效果,有时却适得其反;敏感性话题、多部门掣肘以及媒体偏颇报道等都可能引致政府对网络舆情回应的失效。如何脱离回应责任在政府部门间的"击鼓传花",未来必须要推进建立舆情回应问责制度,明确回应统筹主体和宣传渠道,保证政府回应的协同性和权威性。
In the governance of internet public opinion,there are fragmented responses among various government departments. Recognizing the internal logic of the behavior and failure in multi-departments response,will help to improve the effectiveness of government responses and the precision of public opinion governance. This paper chooses the Lu’an teacher interview as the case study object,and explain the departmental response by constructing the theoretical framework of "motivation-condition-behaviorresult". The study finds out that multi-sector embedded government has four types of responses: lack of position,coping, shoving and performance type. The failure to respond results in inefficiency,ineffectiveness,and negative effects,which are closely related to behavioral choices. Active performance does not necessarily lead to a good response effect,and sometimes it is counter-productive. Sensitive topics,multi-sectoral constraints and media bias reports may all lead to the government’s failure to respond to internet public opinion. To stop the responsibility of responding from shifting among governmental departments,we must establish the accountability system of public opinion response,clear response to co-ordinating departments and publicity channels,and ensure the synergy of government responses.
