在对广东省2015年功能法卫生费用测算研究过程中,针对数据收集及测算过程中遇到的系统不完善、基层管理缺乏、逻辑关系错误、选择数据分摊标准存在争议等问题,提出完善机构系统、建立资金记录、加强基层医疗机构规范化管理、组建固定的测算队伍、定期开展交流会、学习国际先进的技术6条建议,旨在通过一系列方法来规范数据收集以及测算方法,做到过程与结果并重,最终使我国的卫生费用研究过程更加规范,研究结果更加准确。

In the process of health expenditure measurement which is by function method in 2015 in Guangdong province.It aims at the problems of imperfect system,lack of grass roots management,wrong logical relationship and dispute in selecting data apportion standard in the process of data collection and measurement,puts forward 6 items suggestions such as perfect institute system,build up fund record,strengthen the standardized management of grass roots medical institute,organize fixed measure team,carry out exchange meeting at regular intervals and study international advanced technology.It is aimed at standard data collection and measuring method through a series of methods,achieve equal attention to both of process and result so as to make further standard in the process of studying health expenditure and more correct in study result at last.
