全面从严治党视阈下党内法规制度建设研究

Research on the Construction of the Party's Internal Laws and Regulations from the Perspective of Comprehensive and Strict Governance of the Party

党的十八大之后,全面从严治党进入新常态,党内法规制度业已成为党的制度建设的核心内容,在推进党的建设进程中发挥着不容忽视的作用。在全面从严治党视阈下研究十八大以来党内法规制度建设的实际,深入分析了党内法规制度建设实践的巨大成果和基本经验,对新时代推进党内法规制度建设进行了探索和思考,提出党内法规制度建设要坚持"五个统一":整体性和重点性的统一、权威性和民主性的统一、规范性和操作性的统一、传承性与发展性的统一、制度建设与文化培养的统一,严格规范党的政治行为,促进党的执政能力建设,为推进国家治理体系和治理能力现代化提供坚强保证。

Since the 18th National Congress of the Communist Party of China,the party has entered the new normal state in an all-round way.The Party's internal laws and regulations have become the core content of the Party's system construction and play a role that cannot be ignored in promoting the Party building process.The paper studyies on the reality of the construction of the Party's internal laws and regulations since the 18th National Congress of the Communist Party of China,and thoroughly analyzes the great achievements and basic experience of the practice of the Party's internal laws and regulations,and promotes the Party's internal regulations in the new era.Institutional construction has been explored and considered.It is proposed that the construction of the internal laws and regulations should adhere to the"five unifications",that is,the unity of integrity and emphasis,authority and democracy,normalization and operation,inheritance and development,system construction and culture cultivation,thus strictly regulating the Party's political behavior,promoting the construction of the Party's governing capability and providing a strong guarantee for advancing the modernization of the national governance system and governance capacity.
