基于农村消费升级的新型城镇化发展路径研究——以安徽省为例

Research on New Urbanization Development Path Based on Rural Consumption Upgrade——Take Anhui Province as an Example

人的生活水平提高是新型城镇化质量提升的关键,安徽省农村服务类和居住类消费的迅速增长推动了人口和土地城镇化,教育、通讯等发展型消费进入繁荣期,以及消费新业态的出现正在推动产业城镇化。而传统的城镇化模式虽然速度快,但却造成了农村空心化,市场凋零、城市拥挤以及工业化滞后于城镇化等不利于农村消费升级的局面。因此,必须构建与农村消费升级形成良性循环的新型城镇化发展模式:即以市场推动为发展思路,以梯度推移为城镇化路径,以促进农村消费升级为落脚点。通过在城镇化发展指标中添加消费率作为衡量标准,通过产业结构调整,通过基本公共服务均等化等来满足消费者对新产品和服务的需要,实现城镇化与消费升级的良性互动。

The improvement of people’s living standard is key to the progress of the quality of new urbanization.Rapid growth of rural service and residential consumption in Anhui province have promoted the urbanization of population and land,and the development consumption such as education and communication has entered a boom period,and the emergence of new consumption patterns is promoting the urbanization of industries.Although the traditional urbanization mode is rapid,it has caused rural hollowing,market withering,urban crowding and backward industrialization,which are not conducive to the upgrading of rural consumption.Therefore,it is necessary to build a new urbanization development model that forms a virtuous circle with the upgrading of rural consumption:an urbanization development model with market promotion as the development idea,gradient process as the urbanization path,and promoting the upgrading of rural consumption as the foothold.The demand for new products and services of consumers could be realized by adding consumption rate to the urbanization development index as the measurement standard,industrial structure adjustment and basic public service equalization,thus the positive interaction between urbanization and consumption upgrading could be reached.
