Administrative Examination and Approval System Reform of Chuxiong Yi Nationality Autonomous Prefecture: Difficulture and Solutions

行政审批是新中国成立以来政府管理经济社会发展的重要手段,党的十九大以来,我国深入推进"放管服"改革,切实落实地方政府职能转变、管理方式创新和服务型政府建设,推出了一系列改革创新举措,取得了突破性进展,继续把"放管服"改革向纵深推进,仍需在重要领域和环节取得更大突破。因此,在以简政放权为印记的新一轮行政体制改革中,行政审批制度改革再次成为改革的关键内容。

Administrative examination and approval have served as an important means for the government to administer both economic and social development ever since the founding of the People’s Republic in 1949. Since the 19 thCPC National Congress in 2017,reforms to streamline administration,delegate powers,and improve regulation and services have been put into place to see that functions of local governments were changed,their managerial methods innovated and service-oriented government established. In this regard,deepened breakthroughs have been made by taking creative measures,although greater advancement is still to be made in some important areas. Reform of the administrative examination and approval system will once again become a pivotal point of the whole reform program in the new round of administrative system reform characterized by streamlining administration and delegating powers.
