党政军警民合力维护边疆社会稳定模式的功能研究

A Functional Study on the Joint Stability-maintaining Mode in the Frontier Areas of the Party,the Government,the Military,the Police and the People

党政军警民合力维护边疆社会稳定的模式是为有效应对新形势下传统安全与非传统安全对边疆的威胁而构建的维护社会稳定的治理模式。为进一步发挥党政军警民合力维护边疆社会稳定模式的优势,需要优化维护边疆社会稳定模式的政治录用功能、政策制定功能、组织协调功能,全方位、多元化的健全合力维护社会稳定的治理体系,实现合力维护边疆社会稳定模式功能的最大化。

The mode to maintain social stability in the frontier areas by joint efforts from the Party,the government,the military,the police and the people is a new,effective governance mode called forth to cope with the threat to the frontier areas presented by both conventional and unconventional security issues.To maximize advantage of the joint efforts of the aforesaid five parties,it is necessary that functions of the social stability maintaining mode in the frontier areas – the political employment function,the policy formulation function and the organization and coordination function – be optimized. Only in this way can a comprehensive,diversified healthy governance system be perfected to maximize function of the social stability maintaining mode in the frontier areas.
