烟花爆竹生产企业安全生产责任保险费率浮动体系研究 被引量:2

摘要 我国自2006年开始试点安全生产责任保险,至今没有形成一套比较科学合理的费率浮动机制。烟花爆竹生产企业自2018年起要求强制投保安责险,因此对其费率浮动机制的研究具有极其重要的现实意义。从承保风险出发,利用事故致因理论找出从业人员、安全管理、安全设施、总体布局、存储、生产工艺和厂内运输等共7个一级评价指标和36个二级评价指标,构建安全生产责任风险评价体系。运用层次分析法计算出各指标权重,结合有关的法律法规制定评分标准,并编制安全检查表,建立与烟花爆竹生产企业整体安全状况相对应的安全生产费率浮动体系。 Since China began piloting safety production liability insurance in 2006,it has not yet formed a relatively scientific and reasonable rate floating mechanism. Since 2018,fireworks and firecracker manufacturers have been forced to invest in security and liability insurance. Therefore it has extremely important practical significance to study the rate floating mechanism of such insurance. Starting from the risk of underwriting,the accident causation theory is used to find out seven first-level evaluation indicators that are practitioners,security management,safety facilities,overall layout,storage,production process and in-plant transportation,and 36 secondary evaluation indicators,which build a safety production responsibility risk assessment system. The analytic hierarchy process is used to calculate the weights of each indicator,and the relevant legal laws are used to formulate the scoring standards,and a safety checklist is prepared to establish a safety production rate floating system corresponding to the overall safety status of fireworks and firecrackers manufacturers.
