Analysis of Innovative Development Path of Agricultural Supply Chain Finance in the Perspective of Rural Financial Repression

农业固有的天然弱质性和高风险性与金融资本追求利润、规避风险的属性相矛盾,金融机构和涉农经营主体信息的不对称,农业经营主体又缺乏有效担保和抵押物,导致农业生产中金融抑制现象严重,直接制约了我国农业的发展。近年来,伴随着我国农业产业化的发展及供应链金融业务的兴起,农业供应链金融成为破解农户及中小农业企业融资困境,实践普惠制金融的一种路径选择。农业供应链金融模式有利于解决农村地区信息不对等、农户信用等级低、融资难等问题。虽然农业供应链具有较好的贷款甄别和监督机制,但农业供应链金融运行过程中仍存在风险和各种障碍,需要从金融机构和农业供应链金融运行的外部环境着手,创新农业供应链金融发展路径,为破解农村金融困境提供一条新的思路。

The inherent natural weakness and high risk of agriculture contradicts the property of financial capital to pursue profits and avoid risks.The asymmetric information of financial institutions and agricultural operators,and the lack of effective guarantee and collateral for agricultural operators,leads to serious financial repression in agricultural production and directly restricts the development of China’s agriculture.In recent years,with the development of agricultural industrialization and the rise of supply chain finance in China,agricultural supply chain finance has become a path choice to solve the financing difficulties of farmers and small and medium-sized agricultural enterprises and to practice the GSP finance.The financial model of agricultural supply chain is helpful to solve the problems such as the difficulty in financing low credit grade of rural households with dissimilar information in rural areas.Although the agricultural supply chain has better loan screening and monitoring mechanisms,but there are still in the process of agricultural supply chain finance operation risk and obstacles,need from financial institutions and agricultural supply chain financial operation of the external environment,innovation of agricultural supply chain finance development path,provides a new approach for solving rural financial predicament.
