新公共管理理论视野下高职院校产教融合平台的构建

Construction of Comprehensive Production and Teaching Platform in the Perspective of New Public Management Theory

高职院校产教融合平台主要通过“政产学研”等相关主体合作办学,实现资本、知识、信息、技术、管理等要素的共享,承担实践教学、技术服务、创新创业、产业培育等职能。从培养产权的分置和产品的经济属性分析,综合性产教融合平台是“准学校、准企业”的合作实体,决定了平台的建设既要沿袭院校行政管理体制的精髓,更要秉承新公共管理理论思想和方法,强调经济、效率和效益的绩效目标导向。高职院校需要通过建立长效育人机制、发挥多主体协同创新效应、探索资本层面合作办学、明确参与主体职能分配和角色地位、建立公司制运行机制、引入企业化管理模式、加强合作办学财务风险预判等方面,才能可持续地推进产教融合平台的建设。

Comprehensive production and teaching integration platform advocates that sharing of capital,knowledge,information,technology and management can be achieved through the cooperation of "government-enterprise-university-institution" and functions such as practical teaching,technical services,innovation and entrepreneurship,and industry cultivation can be undertaken.From the point of cultivation of property right and the analysis of economic attribute of products,comprehensive production and teaching integration platform is "quasi-school,quasi-enterprise" cooperation entity,and it determines that the construction of the platform should not only follow the essence of administrative management system,but also uphold new public management theory,emphasizing economic,efficiency and effective performance.The paper holds that the construction of the platform should be promoted through establishment of long-term education mechanism,multiagent synergy effect,exploration of capital level cooperation,clear participation of the main body function and role,establishment of the company's operating mechanism,introduction of the enterprise management model,and strengthening cooperation of financial risk anticipation.
