公共体育服务治理过程中公民参与的困境与消解措施

The Dilemma and Dispelling of Citizen Participation in Public Sports Service Governance

公共体育服务治理过程中公民参与的实质是公共权力与公民管理体育公共事务权力之间的良性互动与张力调整,是公民及其组织自治的过程。公民参与的困境体现在:公民参与精神匮乏—囿于动机、意识与能力限度;参与渠道狭窄,参与程度不深,信息不透明,参与成本高;缺乏法律法规与制度的刚性支撑。相应的消解措施为:塑造积极的公民精神、提升参与能力;构建多元高效的参与渠道,破除信息公开壁垒,降低参与成本;实现由"官本位"向"民本位"理念的嬗变,健全相关法律法规。

The study holds that the essence of citizen participation in the governance of public sports service is the benign interaction and tension adjustment between public power and citizen′s power to manage sports public affairs,and it is also the autonomous process of citizens and their organization.The dilemma of civic participation is embodied in the lack of civic participation-limited by motive,consciousness and ability,the narrow channels of participation,the low degree of participation,the opaque information,the high participation cost and the lack of rigid support of laws and regulations.The corresponding solutions are as follows:to shape the positive civic spirit and enhance the participation ability,to construct multiple and efficient participation channels,to break the information disclosure barrier,to reduce the participation cost,to realize the transmutation from"official standard"to"people-oriented",and to perfect relevant laws and regulations.
