区域公共治理合作中的价值困境及其策略选择——以长三角区域为例

Study on Value-based Problems and Solutions in Regional Public Governance Cooperation:Taking the Yangtze River Delta Region as an Example

近些年来,经济社会发展呈现区域化态势,区域公共事务也随之急剧增加,区域治理合作成为必要。不过,在社会实践中,区域公共治理合作时常遭遇困境,合作成效并不理想。造成这种情况的原因是多方面的,其中价值困境是比较重要的因素。区域公共治理合作中的价值困境主要体现在价值理念冲突、价值目标偏位、价值标准错位和价值思维匮乏四个方面。破解区域公共治理合作中的价值困境,不仅需要重塑价值理念,培育正确的价值取向,而且要构建公平合理的利益平衡机制,建立健全制度体系,确保区域公共治理合作有序发展,合作效果有效实现。

Recent years have witnessed rapid regional development of economy and society.With more and more regional public affairs increasingly surging,the regional governance cooperation becomes necessary.However,in the actual practice,regional governance cooperation often encounters difficulties,and the outcome of cooperation is not satisfactory.There are many reasons for this situation,among other things,the value probably is a more important factor.The value dilemma in the cooperation of regional public governance lies primarily in the conflict of value concept,the bias of value goal,the dislocation of value standard and the absence of value thinking.Accordingly,to solve these problems,the paper proposes solutions,including reshaping the concept of value so as to cultivate the correct value orientation,building a fair and reasonable balanced interests mechanism,and perfecting the regional governance system.Therefore,regional governance cooperation has developed in an orderly way,and the effectiveness of cooperation has been effectively reached.
