城镇存量低效用地再开发模式选择路径研究——以重庆市江北区为例 被引量:4

摘要 合理的城镇存量低效用地再开发模式,既能更好的节约土地资源,还能提高土地的利用效益,促进土地资源的可持续利用和社会经济的可持续发展;在分析城镇存量低效用地概念的基础上,结合重庆市江北区总体规划对九大重点工程的功能定位,重点从商业服务、生态宜居、产业聚集和特色商城4个方面将九大重点工程划分为四大类型,提出"以优化商业服务为目标的优三模式"、"以打造生态宜居区为目标的双修模式"、"以实现产业集聚为目标的优二模式"和"以提供特色商城为目标的退二优三模式",对江北区九大重点工程的城镇存量低效用地进行再开发利用。 Reasonable redevelopment model of urban low-utility land stock not only better saves the land resources but also enhances the land use efficiency,so as to boost the sustainable development of land sources and society as well as economy. Based on the analysis of the concept of urban low-utility land stock,by combining the general plan of Jiangbei District of Chongqing and the functional position of nine key projects,this paper classifies the nine key projects into four types from such four perspectives as business service,ecological pleasantly-living,industry cluster and characteristic mall,proposes advantageous-three model by optimizing business service,double-modification model by building ecological pleasantly-living cities,advantageous two-model by realizing industrial cluster,and two-relocation and three-optimization model for providing specific commercial and trade city in order to redevelop the low-utility urban land stock of the nine projects of Jiangbei District.
