Comprehensive Evaluation of Coordination Degree of 3E System in Shaanxi Province Based on Entropy Weight-PSR Model

摘要 随着工业化程度的推进,能源消耗加剧,经济与环境问题日益突出。为实现地区的可持续发展,对能源利用、经济增长与环境污染(3E)之间协调关系进行研究显得尤为关键。文章构建了陕西省压力-状态-响应(P-S-R)评价体系,采用熵值法与TOPSIS法分别对1999~2015年能源-经济-环境3E系统的发展水平与协调性关系进行评价。结果表明:3E系统中能源系统面临压力最大,其次为经济系统,环境系统压力相对较小;对各系统发展状态进行分析发现,省内经济发展状态趋势良好,环境保护次之,而能源发展相对缓慢;在响应部分,政府对环境的保护力度较大,经济调控力度次之,而对能源的改革力度较差;综合协调度分析表明:陕西省3E系统协调程度整体仍处于初级协调状态,发展趋势上呈现波动变化,并逐步趋于平稳,但距离理想状态有一定差距。 With the progress of industrialization,energy consumption is exacerbated,and the economic and environmental problems arising therefrom have become increasingly prominent.With the aims at achieving regional sustainable development,it is particularly crucial to study the coordination between energy use,economic growth and environmental pollution(3E).In this paper,27 related indicators effectively reflecting the coordination status of 3E in Shaanxi Province were selected,and a pressure-state-response(P-S-R) evaluation system was built up accordingly.Entropy method and TOPSIS method were used to analyze the relationship between the development level and coordination of the energy-economy-environment 3E system.The results showed that in Shaanxi province,the energy system in 3E system faced the most pressure,followed by the economic system,and the pressure in the environmental system was less.Analysis of the development status of each system showed that the economic development in the province had a good trend,followed by the environment protection,and the energy development was relatively slower.With regard to response,strength of environmental protection from the government was the greatest,followed by that of economic regulation,and that of the energy reform was the least.The comprehensive coordination analysis indicated that coordination degree of the 3E in Shaanxi Province as a whole was still in a primary coordination stage,showing a fluctuating variation of the development trend and then gradual stabilization,but with a certain distance from the ideal state.
