摘要
职业教育扶贫分为普通职业教育扶贫与职业培训扶贫两种形式。普通职业教育扶贫的承担者是普通职业院校。职业培训扶贫以短期培训为主,承担者主要包括专业培训机构、职业院校或其他科研、事业机构。由于职业教育在扶贫过程中未得到有效重视、系统化的内在运行机制缺乏以及对政策依赖性较强等,致使职业教育扶贫内在逻辑在现实中存在断裂现象,直接影响到扶贫的实效。从发展的视角而言,问题的解决需要建立专业的职业教育扶贫组织,设计科学的职业教育扶贫信息共享系统,完善职业教育扶贫责任机制。
Vocational education poverty alleviation can be divided into general vocational education poverty alleviation and vocational training poverty alleviation.Undertakers of general vocational education poverty alleviation are vocational colleges and secondary vocational schools.Vocational training poverty alleviation belongs to short-term training, and the undertakers include the professional training institutions, vocational colleges and schools, other research institutions and so on.Because vocational education has not been paid more attention in the process of poverty alleviation, vocational education poverty alleviation lacks an internal mechanism and its reliance on policy is very strong.Therefore, the solution of the problem needs to set up the professional organization of vocational education poverty alleviation, to design scientific information sharing system of vocational education poverty alleviation and to improve responsibility mechanism of the vocational education poverty alleviation.
