基于典型天气出力预测的光伏日前市场定价模式探讨

摘要 相较于传统的化石能源,光伏新能源发电无论从排放的清洁、日常维护和运行的安全和稳定、资源本身的可持续性、运维费用以至使用寿命等方面来看,都有着传统能源所不具备的优势,从而在世界能源格局上,占有愈发重要的地位和比重。现有的调度模式和定价机制保证了光伏电站的收益,却阻碍了新能源电力市场改革的推进,有违“放开两头”的电力市场改革精神。因此,要进一步开拓光伏发电竞价上网的思路,有必要督促其脱离电价补贴的模式,走上“厂网分离,竞价上网”的轨道。 Compared with the traditional fossil energy,photovoltaic new energy power generation has the advantages that traditional energy does not possess in terms of emission cleanliness,daily maintenance and operation safety and stability,sustainability of resources itself,operation and maintenance costs and even service life,and thus occupies the world energy pattern.An increasingly important position and proportion.The current dispatching mode and pricing mechanism guarantee the revenue of the photovoltaic power plant,but hinder the reform of the new energy market.It is contrary to the reform spirit of“opening the two heads”in the electricity market.Therefore,in order to further develop the thinking of bidding for photovoltaic power generation,it is necessary to urge it to break away from the mode of electricity price subsidy,and go on the track of“separation of the plant network and bidding on the Internet”.
