油气田管道完整性管理研究与实践

Research and Practice of the Integrity Management for Pipelines in Oil and Gas Fields

为保障油气田管道和站场在全生命周期的安全稳定运行,杜绝各类失效事故的发生,中石油上游业务加强了油气田管道和站场的管理,率先启动了油气田管道完整性管理工作。针对油气田管道特点,研发了油气田管道完整性管理体系,该体系以分类管理为基础,风险管理为核心,区域管理为手段,日常管理为支撑,采用数据采集、高后果区识别和风险评价、检测评价、维修维护、效能评价五步流程循环提高完整性管理水平。2015—2018年,以试点工程为载体,配套开展科研攻关,逐步扩大完整性管理应用范围,将"事后被动维修"转变为"基于风险的完整性管理"理念,最终实现提升管道本质安全、降低更新改造费用、提高管理水平的目标。

In order to ensure the safe and stable operation of stations during their whole life cycle in oil and gas fields and prevent the occurrence of all kinds of failure incidents, the upstream businesses of CNPC has strengthened management of pipelines and stations in oil and gas fields,and been the first to begin the integrity management work for pipelines in oil and gas fields. In view of the characteristics of the pipelines, an integrity management system for oil and gas pipelines has been developed. Taking classification management as the basis,risk management as the core,district management as the measure and daily management as the support,the system adopts the five-step flow,namely data acquisition,identification of high consequence areas and risk evaluation,detection evaluation,maintenance,efficiency evaluation,to improve the level of integrity management. In 2015 to 2018,taking as pilot projects as carriers,we have carried out scientific research and gradually expand the application scope of integrity and transformed "maintenance afterwards" to "integrity management based on risks" to realize the purpose of improving the intrinsic safety of pipelines,cutting the costs for renewal and transformation,and enhancing management level in the end.
