作为学术共同体的同行评价——学会学术评价的探索思考

学会作为最具学术共同体同行特性的学术社团,既有学术评价的悠久历史,又有其独特的优势,即学科同行性、评价民主性、学术交流性、利益超越性等。然而,学会评价却未能发挥应有的作用,其原因既有学会本身发展制度建设不足、缺少政策环境的支撑,也有评价机制的不够完善,学术生态文化的影响等。近年来,学会所显示出的同行评价的重要意义和价值越来越受到重视,如何更有效地发挥学会评价功能,需要对学会评价的路径和改革方向进行深入探索和思考。

Academic societies are groups with most prominent features of scientific community,which have not only a long history of academic evaluation but also unique advantages,including peer nature in disciplines,democracy in evaluation,academic focus in exchanges,independence of interest,etc.However,till now evaluation within academic society has not been brought into full play in China,either because of the lag in institutional improvement and unfavorable policy environment,or of the deficiency in evaluation mechanisms and academic ecology.In recent years,more and more attention has been paid to its importance and value.To make it more effective,it is necessary to have a deeper exploration and reflection on its approach and direction.
