抗战时期贵州省县级合作金库放款业务述论

On Loan Business of County-level Cooperative Banks in Guizhou during the Anti-Japanese War

抗战时期,办理放款业务是贵州省县级合作金库的中心业务之一,合作金库放款业务的开展一定程度上遏制了高利贷的盛行,缓解了农村资金短缺等问题,但存在着放款对象以农村合作社中的地主、富农、中农为主,贫农和佃农贷款极少,放款期限与农民实际需要不相符,辅设机关与合作金库间的利害关系冲突等局限,致使贷款未能尽其调剂农村金融、满足真正农业生产所需的职责。

During the Anti-Japanese War period,loan business was one of the centers of the county-level cooperative business in Guizhou province.Developing the loan business of cooperative banks could contain the prevailing of usury and relieve the shortage of funds in rural areas to a certain extent,however,there still existed some problems,that is,the main loan objects were the landlords,rich peasants,and middle peasants in rural cooperatives,while the poor peasants and tenant peasants got very little loan,the term of loan did not match peasants' needs,conflicts of interests existed between auxiliary organ and cooperative banks.It suggests that the loans failed to exert its responsibilities for adjusting rural finance and meeting the needs of agricultural production.
