行政事业性收费清理及其价格监管研究——以福建省为例

Research on Administrative Charges Overhauling and Price Supervision——A Case study of Fujian Province

当前福建省行政事业性收费清理取得一定的成效,收费单位和收费项目逐步减少,收费金额集中,但仍存在治"费"与治"政"变动不一致、"低门槛"政府收费缺乏制度约束、收费清理工作亟待"法治化"等问题。为加强行政事业性收费价格监管、维护社会稳定、服务全面从严治党,必须加强价格行政主管部门的价格监管主体作用,提高收费定价的独立性,规范行政事业单位收费管理,切实达到简政降费的目的,加强财政部门预算管理,提高收费定价的合理性。

At present,administrative charges overhauling in Fujian province has achieved certain results. The number of administrative charges is gradually reduced and the amount of fees is concentrated. However,there are still some problems,such as inconsistency between the changes of "fees"and "governance"policies,and the lack of institutional restrictions on "low threshold "government fees and the urgent need for "legalization ". In order to strengthen the supervision of administrative charges,maintain social stability,and comprehensively strengthen Party discipline,it is necessary to strengthen the role of price supervision of price administrative departments,increase pricing independence,standardize the charge management of administrative institutions,so as to reduce government fees,strengthen budget management of financial departments and improve pricing rationality.
