南通借力上海推动区域创新之都建设的思考

Leveraging Shanghai to Construct Nantong as the City of Regional Innovation

南通建设区域创新之都,一方面有着上海打造全球科创中心带来的区域协同创新、新产业新模式融合发展、高端人才知识溢出、体制机制借鉴等机遇,一方面又面临亟待突破的瓶颈。为此,南通应准确定位,有效呼应并借力上海全球科创中心建设,通过资源整合和优势互补合力打造载体平台,加大培育创新主体,完善创新政策支撑体系等,逐步建成区域领先的技术研发中心、高科技企业集聚中心、科研成果转化中心、区域创新资源配置中心。

The construction of Nantong as a regional innovation city faces various problems and constraints to bedealt with,while having many opportunities such as regional collaborative innovation,new model of new industry,knowledge spillover of high-level talents,and experience reference of system and mechanism development,which are brought about by the establishment of Shanghai global science and technology innovation center.Therefore,it is of great importance for Nantong to be accurately positioned and to take full advantage of the aboveopportunities so as to gradually accomplish the construction of four major centers,namely,the leading regionaltechnology R&D center,the aggregation center for high-tech enterprises,the transformation center of scienceand technology achievement,the regional center of innovative resources allocation. To achieve these goals,it isalso essential for Nantong to set up a platform with integrated resources and complementary advantages,vigorously develop innovation entities,and perfect the supporting system of policies on innovation.
