How to Give More Autonomy to the Provincial Government in China

赋予省级政府更多自主权首先必须厘清政府与市场、社会的职能边界,进而确定中央政府与省级政府之间在经济调节、市场监管、社会管理和公共服务四大政府职能领域的分工。针对省级政府职权配置中存在的问题,如法制建设、"三定"方案、政府权责清单制度和央地间的权力运行机制等,从四个方面着手将赋予省级政府更多自主权落到实处:夯实赋予省级政府更多自主权的宪制基础;完善政府职责体系,为赋予省级政府更多自主权打下坚实的微观制度基础;规范央地间的权力运行机制,约束不当的行政命令干预行为;完善配套措施,实现省级政府履职过程中的权责对称。

Giving provincial government more autonomy firstly inquires the clarity of government's functional boundaries with the market and the society,and then further determines the division of labor between the central government and the provincial government in terms of the four functional areas of economic regulation,market supervision,social management and public services.In view of the problems existing in the allocation of provincial government functions and powers-such as the construction of the legal system,the“three determinations”scheme,the government power and responsibility list system and the power operation mechanism between the central government and local government-more autonomy of the provincial government will be put into the practice of the following four aspects:it should consolidate the constitutional basis that endows the provincial government with more autonomy;improve the system of government responsibility in order to lay a solid micro foundation for giving more autonomy to the provincial government;regulate the power operation mechanism between the central government and local government,and restrain the improper administrative order intervention;improve the supporting measures and achieve the symmetry of rights and accountability of the provincial government in the course of duty.
