基于SWOT分析的大型医院学科建设策略研究

Research on the Strategy of Disciplines Construction in Large Comprehensive Public Hospitals Based on SWOT Analysis

目的建立在城市公立医院改革深入推进背景下的大型医院学科发展策略。方法以某大型公立医院为例,通过态势分析(SWOT)法,深入探讨医院学科面临的外部环境(机会与挑战)和内部环境(优势与劣势)。结果大型综合公立医院面临着城市公立医院改革的稳步推进、政府的大力支持等机遇,挑战是有限的资源投入与竞争加大、日趋紧张的医患关系。内部优势是相对完善的内部层级、创新学科发展模式和人才培养与引进并举等,劣势是学科发展规划不全、定位目标不高、资源配套政策不足等。结论强化学科战略规划,认真布局学科的发展蓝图;点面体结合,分层次制定学科策略;医教研并重,加强学科内涵建设;老中青传帮带,完善人才梯队建设。

Objective To establish development strategy of disciplines in large comprehensive public hospitals under the background of the reform of urban public hospitals.Methods Through taking a large comprehensive public hospital as an example,the external environment and internal environment of the hospital disciplines were deeply discussed by SWOT analysis.Results The opportunities were the steady advancement of the city public reform,the government's strong support and so on.The challenges were the limited resources input,the increasing competition,the increasingly tense doctor-patient relationship and so on.The internal advantages were relatively perfect internal level,innovation of discipline development models,and cultivation and introduction of talent,etc.The disadvantages were lack of discipline development planning,low orientation target,and insufficient of resources and supporting policy,etc.Conclusion The strategic planning of disciplines should be strengthened,and the blueprint for the development of disciplines be carefully laid out.The strategies of disciplines should be established at different levels.Equal attention should be paid to medical teaching and research,and the discipline connotation construction be strengthen.Experience from old doctors to middle-aged and young should be passed on,and talent echelon construction be perfected.
