摘要 我国运行核电机组大量增加,对运行机组的监管提出了新的挑战。核电厂运行技术规格书是限定反应堆正常运行边界,确保机组运行在安全限值和事故假设范围之内的文件,严格遵守运行技术规格书对确保核安全具有重要意义。本文从法规建设、能力建设、监管成效三方面分析了我国核电厂运行技术规格书的监管现状,从标准化、精细化、自洽性等方面梳理了目前运行技术规格书监管中存在的问题和不足,并就这些问题和不足提出了针对性的对策和建议。 The amount of operational nuclear power plant(NPP) has increased substantially in China,which brings new challenges to the supervision of nuclear safety. The operational technical specification of NPP is a document that defines the normal operation boundary of the reactor and ensures the operation of the unit within the safety limit and accident hypothesis. Strict compliance with the technical specification is of great significance to ensure nuclear safety. This paper analyzes the present situation of the supervision of the operational technical specifications of NPPs in China from three aspects: the construction of regulations, the construction of capacity and the effect of supervision. Then it combs the problems and shortcomings in the supervision of the operational technical specifications from the aspects of standardization,refinement and self-consistency. Finally, it puts forward some pertinent countermeasures and suggestions on these problems and shortcomings.
