草地生态补偿与生态补贴的差异性分析

草地生态补偿和生态补贴在提高草地生产力水平,改善牧民生活条件,促进牧区生态、经济和社会的可持续发展发面具有重要的作用。当前中国在牧区实施的草地生态补贴与生态补偿制度在补偿主体、本质和内涵方面均存在一定的差异。论文从草地生态补偿与生态补贴的界定和主体与内容差异性和实施效果的优缺点等方面进行了分析,并在此基础上提出几点适宜的草地生态建设与经济社会可持续发展的草地生态补偿补贴对策,为发展生态经济以促进经济可持续发展提供参考。

Grassland ecological compensation plays an important role in improving grassland productivity, improving living conditions of herdsmen, and promoting the sustainable development of ecology, economy and society in pastoral areas. The grassland ecological subsidies and ecological compensation systems implemented in the pastoral areas in our country have some differences in the main, essential and connotation of compensation. This paper analyzes the definition of grassland ecological compensation and ecological subsidy, the difference of main body and content and the advantages and disadvantages of the implementation effect, and puts forward the suitable measures of grassland ecological compensation and grassland ecological compensation for economic and social sustainable development. Ecological economy to promote sustainable economic development provide a reference.
