Order Reconstruction: A New Trajectory in Rural Social Governance

乡村社会治理问题是当前全面深化改革中的重要组成部分与难点所在。城乡二元差距不断拉大引发的乡村治理结构性变迁,对乡村社会治理秩序造成严重的冲击。传统乡村社会治理在向新型乡村治理转变的过程中呈现行动困境、服务困境、参与困境与制度困境等"多重性"的事实难题。新形势下,在新型乡村社会秩序与治理创新的思路安排下,破解乡村社会秩序难题需要以治理新理念引领乡村社会秩序发展。具体而言,需要在党的十九大思想引领下,通过深化乡村改革、落实公共服务、构建多元主体、创新治理体制等方式进行全面治理创新。

The problem of rural social governance is a key component and difficulty of deepening reform comprehensively.With the widening gap between urban and rural areas,the rural governance has been largely changed in its structure,which has severe impact on the rural social governance order.In the process of the traditional rural social governance transforming into the new rural governance,there presents the dilemma of action,of service,of participation and of institution.Under the new situation and the arrangement of new rural social order and innovation of governance,it is necessary to lead the development of rural social order with the new concept of governance to solve the problem of rural social order.Specifically,it is necessary to carry out comprehensive governance innovation in the four aspects:deepening rural reform,implementing public services,building multiple subjects and innovating governance system.
