An excellent culture has always been an indispensable foundation for a country or region to maintain sustainable development of economy and society since ancient times. As the core spirit of "Green Development", "Green Culture" plays the leading role of development and transformation of the Yangtze River economic zone. To achieve this "Green Culture", the paper proposes four essential elements of constructing the green culture: watershed sharing, ecological priority, resource intensive and cooperative innovation.
