基于DEA的普通高等院校科技成果转化效率研究——以沈阳市部分普通高校为例 被引量:4

Study on the Conversion Efficiency of Scientific and Technological Achievements in Ordinary Colleges and Universities Based on DEA——Taking Shenyang City as an Example

摘要 科技成果转化是高校科技活动的重要内容,其转化效率反映科技投入资源配置情况。鉴于此,以沈阳市部分普通高校为例进行实证分析,结果表明:科技成果转化效率低下,规模效率高于纯技术效率,且学科不同导致了转化效率的差异性,医学类院校强于偏文类、工农类院校;投入冗余度上教授数量相对不足,研发人员和经费投入出现冗余,且医学类表现最好,偏文类、工农类院校冗余度依次偏高。结合实证研究,政府和高校应着重从分类管理、制度设计、创新平台等方面予以完善进而提升技术效率水平和科技成果转化能力。 The transformation of scientific and technological achievements is an important content of scientific and technological activities in universities,and its conversion efficiency reflects the allocation of scientific and technological resources.In view of this,taking Shenyang University as an example,the empirical analysis shows that:the conversion efficiency of scientific and technological achievements is low,the scale efficiency is higher than pure technology efficiency,and the differences in conversion efficiency are caused by different disciplines,Medical Colleges are stronger than Industrial Colleges and Agricultural Colleges;the number of professors on the degree of investment redundancy is relatively insufficient,and R&D personnel and funding are redundant,the medical performs best,the redundancy of Industrial Colleges and Agricultural Colleges are high in order.In the combination with empirical research,government and universities should focus on the classification management,system design,innovation platform and other aspects to improve the level of technical efficiency and the transform ability of scientific and technological achievements.
