An Empirical Study of the Ability of Scientific and Technological Innovation in Western Universities under the Background of “Double First-Class” Construction

"双一流"建设背景下,高校作为国家、区域创新体系的重要组成部分,其科技创新能力直接影响国家、区域的经济发展。在分析西部高校科技创新能力现状的基础上,通过建立面板数据模型分析2000—2015年间西部高校科技创新能力的影响因素。研究发现:西部高校科技人力、科技经费、科技成果和国际学术会议人次均呈不断上升趋势;国家对高校的财政性经费投入、人均GDP、科技人力、研究与发展经费和国际学术会议人次均对西部高校科技创新能力有促进作用。针对研究结果提出相关的政策建议,从而提高西部科技水平。

Under the background of“double first-class”construction,colleges and universities,as an important part of the national and regional innovation system,directly influence the economic development of the country and the region.Based on the analysis of the status quo of science and technology innovation ability of western universities,this paper establishes a panel data model and analyzes the influencing factors of science and technology innovation ability of western universities from 2000 to 2015.The research finds:the scientific and technological manpower,science and technology funds,scientific and technological achievements and international academic conferences in western universities All of them are on the rise;the state s financial investment,per capita GDP,scientific and technological manpower,research and development funds,and international academic conferences all contribute to the scientific and technological innovation capabilities of western universities.Relevant policy recommendations are proposed for the research results to improve the level of science and technology in the west.
