新时期高校贫困生精准资助问题与对策探析

Analysis on Problems and Countermeasures of Precise Subsidy for Poor University Students in the New Period

高校贫困生资助是新时期党中央提出精准扶贫精准脱贫的具体举措之一。文章针对当前高校贫困生资助过程中存在资助对象识别、资助标准、资金分配、资金发放和资助管理不够精准等问题,提出通过完善资助对象认定机制、实行分档资助、按照贫困生分布状况分配资助资金、理清各方面障碍按时发放资助资金和建立动态的资助管理模式来实现高校贫困生精准资助,确保高校贫困生应助尽助和资助育人目标的实现。

Subsidy for poor university students is one of the concrete measures proposed by the Central Committee of the Communist Party of China in the new period for targeted poverty alleviation.In view of the problems existing in the current process of subsidizing poor students in universities,such as the identification of subsidizing objects,subsidy standards,fund allocation,fund distribution and inaccurate fund management,the work proposes to realize the accurate subsidization of poor students in universities by improving the mechanism for identifying subsidizing objects,implementing the step-by-step subsidization,allocating subsidizing funds according to the distribution of poor students,clearing all obstacles to timely distribute subsidizing funds and establishing a dynamic subsidy management mode,so as to ensure the realization of the goal to help and subsidize the education of poor students in universities.
