摘要
随着我国公众环境意识的提高,人们对环境问题的参与和诉求日益强烈,因环境问题引发的大规模群体性事件越来越多。今年8月1日到5日,辽宁省朝阳、丹东、阜新、葫芦岛、营口5城市地方政府先后宣布取消氧化铝项目,造成了极坏的社会影响。本文通过对辽宁5城市五天内市紧密集取消氧化铝项目等案例进行回顾和分析,结果发现我国很多地方在环评公众参与过程中普遍存在政府部门主导作用不明显、环评责任主体不明确、公众介入环评时间不及时、信息反馈平台建设不完善等问题。为此本文提出完善公众参与制度的四条建议,希望达到完善环境影响评价制度的目的。
With the improvement of public environmental awareness in China,people’s appeal to take part in environmental problems is increasing,there are more mass incidents caused by environmental problems.From August 1 to 5 in this year,the local governments of Chaoyang,Dandong,Fuxin,Huludao and Yingkou in Liaoning Province announced the cancellation of the alumina projects,which caused negative social impact.This paper reviews these cases and found the weakness in government’s leading role,subject of responsibility,the time of public participation and the construction of information platform.This paper puts forward four suggestions about the public participation system to improve the eia system.
