法学智库、警务智库应当为司法改革提供理论支撑

Legal Think Tanks and Police Think Tanks Should Provide Theoretical Support for Judicial Reform

智库是一种服务决策、服务改革、服务社会的"智囊"机构,主要任务在于为党政机关、司法机关及企事业单位提出有效的决策咨询建议或切实可行的"创意",以此类智力产品来推进相关工作的开展。除此之外,智库的另一重要职能是为决策者提供一种前瞻性、宏观性、战略性的"顶层设计",为今后较长一段时期的事业发展提供战略导向和政策导向。因此,衡量智库水平高低的重要标准是决策影响力、社会影响力和理论影响力。法学智库不仅要为法治建设提供学理支撑,在今天举国关注司法改革的背景下,更应当关注司法改革问题。警务智库也可算是法学智库的一个分支,警务改革也是广义司法改革的一个组成部分,理应为司法改革提供理念引领和学理支撑。

Think tank is a kind of "think factory"—an organization that serves strategic decision, reform and society. Its main task is to offer effective decision-making advice or practical "ideas of creativity" for the Party and government offices, judicial branches, enterprises and public institutions to promote related work. Besides, in order to provide strategic and policy orientation for the development in the future, another important function of the think tank is to present a perspective, macroscopic and strategic "top-level design" for policy makers. Therefore, the important evaluation criterion is the influence on decision, society and theory. In addition, the legal think tank should not only provide theoretical support for the rule of law, but should also focus on the judicial reform which is gathering national attention. Moreover, the police think tank can be regarded as a branch of the legal think tank. Police reform is also an integral part of the broad judicial reform, which should provide conceptual guidance and theoretical support for judicial reform.
