随着市场经济的发展和知识产权战略的推进,我国的专利产业已经发生了翻天覆地的变化。截止2018年底,我国的专利申请量已稳居世界前列,打造知识产权强国将是未来发展的重点。2016年9月1日我国实施了新的《专利收费减缴办法》,替代了施行十年的《专利费用减缓办法》。新办法在老办法的基础上查漏补缺,加大了减缴力度。而在新办法施行了近两年后,国家知识产权局发布了继续延长年费减缴期限的公告。目前,新办法已经实施了两年多,本文将结合专利指标及近年相关统计数据,分析讨论新老办法的主要差异,并简析所产生的影响及未来的发展方向。

With the development of market economy and the promotion of intellectual property strategy, China’s patent industry has undergone tremendous changes. By the end of 2017, the number of patent applications in China has been at the forefront of the world. Building a powerful intellectual property country will be the focus of future development. On September 1, 2016, China has implemented new patent cost subtraction. This paper will discuss the points of modification of the new patent cost subtraction with some government statistical indicators and relevant data in recent years, and analyze the impact.
