从国家能力构建的角度,探讨了国有企业混合所有制改革的前进方向。从国家的本质来看,国家能力是国家维护、实现和促进一定社会形态下的统治阶级根本利益的能力。而根据经济基础和上层建筑的辩证关系,以及经济基础和所有制结构及其实现形式的关系,可以发现所有制结构及其实现形式是构建国家能力的基础,并在构建国家各方面能力时产生重要影响。对于中国来说,想要构建我国维护人民利益的能力,需要深化国有企业混合所有制改革,增强国有企业实力和影响力,以巩固和强化社会主义的所有制结构及其实现形式。具体而言,就是提升国有企业在市场中的竞争力,提高国有企业在经济中的最佳比重,扩大国有企业覆盖领域,落实国有企业中的社会主义生产关系等。

The article discusses the direction of mixed-ownership reform of state-owned enterprise from the perspective of state capacity construction.In the point of the national essence,state capacity is to defend,realize and promote the fundamental interests of ruling class in some social form.And on the basis of the dialectical relationship between economic foundation and superstructure,economic foundation and ownership structure and its forms of realization,it finds that ownership structure and its forms of realization are the foundation of state capacity construction,and influence the construction of state capacity in every aspect.In order to construct the state capacity to defend the people’s interests,China should deepen the mixed-ownership reform of state-owned enterprise and reinforce the strength and influence of state-owned enterprise to consolidate and strengthen socialist ownership structure and its forms of realization.More precisely,it’s necessary to improve the competitiveness of state-owned enterprise in the market,increase the optimal proportion of state-owned enterprise in the economy,expand the scope of state-owned enterprise,and put into practice the socialist productive relations in state-owned enterprise.
