Evaluation of China's rural land contract and management system

传统的家庭联产承包责任制所呈现的"固化承包"与"承包经营捆绑"面临着适度规模经营缺失和农村集体经济组织职能缺位的困局。意欲改变这一境况,首先坚定农村土地所有权是集体所有制下的家庭承包与经营的基本前提,继而才能展开创新经营模式的探讨。其中,"信托经营模式"与"股份合作经营模式"是分别从农村集体外部和内部展开的有益实践,能在相当程度上实现规模经济以及发挥农村集体经济组织的职能。

The traditional household contract responsibility system presents the dilemma of“solidified contract”and“contract and management binding”in the face of the lack of moderate scale management and the absence of functions of rural collective economic organization.First of all,in order to change the situation,firm rural land ownership is the basic premise of household contract and management under collective ownership.Then the discussion of innovation in management mode is carried out.“Trust management mode”and“joint-stock management mode”are beneficial practices carried out from the outside and inside of rural collective respectively,which,to a considerable extent,can achieve scale economy and give play to the functions of rural collective economic organization.
