海洋自然岸线“占补平衡”机制构建研究——以浙江省为例

On Constructing the Mechanism of “Requisition-Compensation Balance” for Marine Natural Shoreline——A Case Study of Zhejiang

随着海洋经济的迅速崛起,海岸带因其能够连接海洋与陆地的特殊位置及独特的经济作用,近年来对其开发力度的不断加大,导致了自然岸线的保有率出现了危机。在此背景下,浙江省提出的"占补平衡"是一条较好的途径,但需要对其进行机制构建。该机制需要结合效率原则、可持续发展原则以及最低安全标准原则,以先补后占机制为核心,以自然岸线市场化交易机制、监督保障机制为支撑,为实现自然岸线的开发与保护平衡,为达成自然岸线保有率任务提供借鉴。

With the rapid growth of the marine economy, efforts have been constantly made to intensify the strength of developing the coastal zone in recent years because of its connection with the special locations of the oceans and lands with their unique economic functions, which has caused a crisis in the retention rate of the natural shoreline. In this context, the "requisition-compensation balance" proposed by Zhejiang Province seems to be a better way, but its mechanism needs to be constructed, combining the principles of efficiency, sustainable development and the principle of minimum safety standards. It should be based on the mechanism of preemptive post-compensation and supported by the market-based trading mechanism of the natural shoreline and supervisory safeguard mechanism to achieve the balance between the development and protection of the natural shoreline in order to achieve the natural shoreline retention rate task to provide reference.
