中国(浙江)自由贸易试验区探索更大改革自主权的若干思考

On Exploring Even Greater Reform Autonomy in China(Zhejiang) Pilot Free Trade Zone

党的十九大报告提出"发展更高层次的开放新经济""赋予自由贸易试验区更大改革自主权,探索建设自由贸易港"等,在推动形成全面开放新格局方面作出了新要求和新部署。探索自贸区改革自主权,是应对国际经贸新形势和开放新格局的现实需要,是一项顺应经济规律、具有战略远见的重大改革举措。本文分析了浙江自由贸易试验区改革成效以及在建设过程中出现的问题,提出了具体改革自主权的建议。

The report of the Nineteenth National Congress of the Communist Party of China put forward such policies as "developing a higher level of open new economy", "giving free trade experimental zone greater reform autonomy, exploring the construction of free trade port" and so on, which made new demands and new arrangements in promoting the formation of a new pattern of comprehensive opening up. It is a realistic need to explore the reform autonomy of the FTA for the new international economic and trade situation and the new pattern of opening up. It is an important reform measure that conforms to the economic law with strategic vision. This paper analyzes not only the reform effect of Zhejiang Polit Free Trade Zone but also the problems in the process of its construction. Some concrete suggestions are made for the reform of autonomy in this paper.
