需要导向:残疾人社会福利供给困境与整体性治理研究

Needs-Oriented: A Study of the Dilemma of Social Welfare Supplement for the Disabled and Holistic Governance

中国残疾人作为特殊的弱势群体,数量大问题多,是民生工程的重要对象。研究从福利生产、福利组织以及福利输送这三个维度,采用定性研究方法对厦门市残疾人需要与服务供给体系进行研究,分析残疾人社会福利需要满足的困境。研究发现,残疾人社会福利供给存在:生产环节脱离需要、组织环节效率低下和输送环节人性化不足三个方面的困境。基于问题的剖析研究从需要的整体性治理出发,提出:建立健全需要调研体系、实现残疾人社会福利供给功能整合、促进服务主体之间的整合等具体措施,以期能使残疾人的需要得到满足,协助残疾人更好地适应社会,共享社会发展成果。

Based on the disabled in Xiamen City and related service workers,this study uses qualitative research method to collect data and analyze the dilemma of social welfare needs’ satisfaction for the disabled in the three dimensions of welfare production,welfare organization and welfare transmission. The research shows that social welfare supplement has three dimensions of problems,including the separated requirement of production links,inefficiency of organizing steps and service objects who have the dilemma of expressive need in transmission links.
