经济发展与环境资源消耗的矛盾日益凸显,各国环境规制日趋严格。环境规制是产业竞争力提升的外部约束条件,技术创新是考察环境规制与产业竞争力提升关系的基本传导路径。环境规制趋严背景下,技术创新在短期内会导致企业生产创新资金和管理投入资金的挤占,但长期看,在成本价格、外溢补偿、公平竞争、利益激励以及污染倒逼机制影响下,可促进产业竞争力提升,实现环境保护及经济的可持续增长。

The contradiction between economic development and environmental resource consumption is becoming more and more prominent,and the environmental regulation is becoming more and more strict. Environmental Regulation is the External Constraint of Industrial Competitiveness. Technological innovation is the basic conduction path to investigate the relationship between environmental regulation and industrial competitiveness. Under the background of environmental regulation become stricter,technological innovation will lead to the Crowding-out of production innovation funds and management investment funds in a short period of time. However,in the long run,under the cost price,spillover compensation,fair competition,and benefit incentive mechanism,competitiveness can be improved and achieving environmental protection and sustainable economic growth.
