基于模糊综合评价法的养老PPP项目绩效评价研究

Research on Performance Evaluation of Pension PPP Project Based on Fuzzy Comprehensive Evaluation Method

根据PPP绩效评价方面的研究成果,结合养老项目的特点,从项目环境、项目自身特点、项目参与者、项目阶段、项目社会影响力5个方面,建立了养老PPP项目绩效评价指标体系.在此基础上,以"枫叶正红"养老院项目为研究对象,采用模糊综合评价法对其进行绩效评价.结果表明,项目自身特点与项目参与者是影响项目绩效最主要的因素.研究结果有利于科学评价养老PPP项目的绩效,促进养老产业的进一步发展.

According to the research results of PPP performance evaluation,combined with the characteristics of the pension project,from the five aspects of project environment,project characteristics,project participants,project stage,project social influence,etc.,the performance evaluation index system of pension PPP project was established.On this basis,the“Maple Leaf Zhenghong”nursing home project was taken as the research object,and the fuzzy comprehensive evaluation method was used to evaluate its performance.The results show that the project's own characteristics and project participants are the most important factors affecting project performance.The research results of this paper are conducive to scientific evaluation of the performance of pension PPP projects and promote the further development of the pension industry.
