我国生态问责制运行的困境与对策

Dilemma and Countermeasures regarding the Operation of Ecological Accountability System in China

生态问责作为生态文明制度的重要内容,是加快生态文明建设的重要方式。党的十八大以来,我国的生态问责制取得了突出成就,但实际的运行中存在着考察的对象比较单一、公众参与生态问责力度不强、过渡强调事后追责,事前事中问责亟需强化等实际问题。因此,全面考察生态问责对象、切实加强公众参与制度改革、构建生态问责的全程嵌入机制、完善问责信息公开机制势在必行。通过不断完善我国的生态问责制,进一步加强生态治理,推进生态文明建设,从而更好地把我国建设成为富强民主文明和谐美丽的社会主义现代化强国。

As an important content of ecological civilization system,ecological accountability is an important way to speed up the construction of ecological civilization.Since the 18th National Congress of the CPC,the ecological accountability system in China has made outstanding achievements,but in the actual operation,there are problems of the relative single object of investigation,poor public participation in ecological accountability,over-emphasis on the accountability after the event andthe accountability before the event needs to be strengthened.Therefore,it is imperative to investigate the object of ecological accountability comprehensively,strengthen the reform of public participation system,construct the whole process embedding mechanism of ecological accountability,and perfect the open mechanism of accountability information.Through improving the ecological accountability system of our country,further strengthening ecological governance and promoting the construction of ecological civilization,we can better build our country into a prosperous,strong democratic civilization,harmonious and beautiful socialist modern power.
