论“放管服”背景下高校非在编职工的权益保障 被引量:2

On the Rights and Interests Protection of Non-authorized University Staff under the Background of “Streamlining Administration,Delegating Powers and Optimizing Services” Reformation

摘要 文章探究了高校非在编职工权益保障方面存在问题的原因,并结合"放管服"改革提出完善建议:制度层面,完善相关政策法规和内部规章;政府层面,加大资金投入、强化监管;高校层面,具体落实对非在编职工权益的保护;个人层面,提高非在编职工的综合能力。 This paper looks into the reasons of the problems concerning rights and interests safeguard of non-staffed employees in higher institutions.Based on the reform of“streamlining administration,delegating powers and improving services”,it proposes the following perfecting suggestions,such as improving policies and regulations as well as internal rules from the perspective of institutions,strengthening monetary investment and supervision in the government context,specifically implementing the protection of rights and interests of non-staffed employees at the level of colleges and universities,and increasing the non-staffed employees’comprehensive ability in terms of individuals.
